Questions about debt investments

Hi,

I dunno if its blasphemous to talk about debt on TED Wink but i have a friend who wants to invest some idle money in a debt instrument.Any pointers to which instruments/MF plans and good?

Also does any one know what is the prevailng rate for an RBI relief bond?And how good is it?

PS: Safety of capital is of paramount importance.

Also i have a doubt which may be silly.If a bond is held to maturity is our initial capital guaranteed or are there any circumstances where we get less that what we put up?

Investment is a very complex field to understand for most of us! Only certain trained individuals do understand what investment exactly is. Well, investment means to devote certain resources at a particular place that ensures future income for the investor.
