When the UPA was elected to power the stock market saluted it with a 20% circuit up with a firm belief that this Govt. will put India on a strong growth path through a spate of developmental activities led by second generation reforms.  In retrospect the collective wisdom of the market as defined by stock indices was a classic case of fooling all the people some of the time. As time progressed all that the markets saw from the  Govt. was  mere  hope and talk with very little action bringing our belief for a sustained high single digit growth to a virtual standstill. “All talk and no work has made Manmohan a dull Prime Minister”

While all this happened the stock market bulls quickly set themselves up for a long haul. They saw the ticker race towards the earlier top of 21,000 and the first rule for a market participant is that anyone in this market can lie but not the ticker. So they piled up with gusto buying the old beaten down names, stocks that hadn’t moved and waited for the ones that made new highs to collapse –a classic case of what happens in the every market cycle. After two and a half years all that remains of those stocks are memories - both bitter and forgettable.

As  the markets kept postponing its expectations and pre-poning the celebration the Govt. kept disappointing through inaction with complete disregard to the irreparable damage that they have inadvertently done  to this nation and its economy. These include mindlessly raising interest rates to show en effort towards curbing inflation whereas the source of the problem was elsewhere, trying to be a green man by cutting down mining and developmental work to a point where the Power companies suffer from acute shortage of coal and the lending agencies from risks of non-payments, slowdown in infrastructure activities and finally statement by the RBI of its inability to defend the rupee have taken a toll on our growth momentum as we run the risk of sub 7% growth for the next two years.

A Govt. that is made up of Lawyers at the top seems to do just one thing -argue and postpone. Meanwhile our Prime Minister seems to follow a policy of avoid, delay and defer. Instead of clamouring for FDI in retail with limited support the PM should focus onthe  basics. POSCO’s US$ 10Bn project lies stuck between the files, several mining projects have been stopped because the Govt. has suddenly turned green? FDI in retail is a five year plan. How can Wal Mart improve delivery from farm to fork in the immediate future? We did not have FDI in retail when we clocked 9% growth in GDP? The proposed Food security Bill is another of those legislations being introduced with an eye on vote bank politics. It will encourage people to sit back at home and work for three days a week instead of five. This is a colossal waste of public money and is against the basic roots  of capitalism. I guess 2G was better because it was a one time expense but this one will continue for years because once done no party can reverse the process once it is done.

The only hope for an investor is that India will survive inspite of the Govt. and its policies and these times could be one of the better ones to invest in but only for someone who has a long term view but don’t ask me how long is the long term? How-ever there are a lot of landmines in the market with a few more live explosives in them so it is better to walk the concrete path (strong names) rather then take the shortcuts (beaten down stocks) even though it would mean  taking a little more  time in reaching to our destination.

How-ever there are a lot of landmines in the market with a few more live explosives in them so it is better to walk the concrete path (strong names) rather then take the shortcuts (beaten down stocks) even though it would mean taking a more time in reaching to our destination.

Your views on Food Security Bill is spot on. This, like any other subsidy, will be a huge debt burden that we will leave for our future generations, because no government will be bold enough to tackle the issue for fear of alienating the common man. And like all other subsidies, most of the money will be actually used to line the politicians' pockets!!

Despite all these Gloom Doom in equity market & Govt statistics , there is no sign of any recession on street like 2008. May be it is coming.

In spite of the socalled aam aadmi slant of the UPA, no one seems to be happy, neither the aam aadmi nor industrialists.  This government is complacent about everything.  As Basantji has already said, this government is led by lawyers.  As the old saying goes, "Give a man a fish  and you feed him for a day.  Teach him to fish and you feed him for a lifetime."   No one in the government seems to know this.  As the results in Tamil Nadu show, all the freebies promised by the DMK government could not save them from the anger of the people.  It seems that the government has taken leave of its senses judging from its arrogant response to black money, the Anna Hazare movement etc.

The only problem is we'll have to wait till 2014 for the govt. to change. I hope it changes then. But still its not a guarantee that the new govt. will do much

Thanks Basantjee for summing up the sentiments of all of us. You have raised very pertinent points. The government is at it's best "Doing Nothing". There is no hope from this government left and certailnly the next government will be even similar in actions.
 
The only hope is that India has got some sort of traction and even with government's apathy will continue growing moderately.

govt distributing free money - inflation - high interest rates - unsustainable industry - decreasing revenue for govt - need money for subsidies - increase interest rates even more ... and climax - need to give even more subsidies. As if the cycle is unknown, without creating value and resource how printing or distributing money will help? May be UID could help for leakages; even that has already been discredited by home ministry with everyday raising serious questions on it.

Another disaster in making in form of clearing of food security bill by UPA. Now on top of NAREGA largess which anyway is being siphoned more than 50 % ,waiving of 60000 crore of farm loans,this 1 lac crore of gift is a desperate attempt by a bribe taking govt to give bribe & remain elected.
Sometimes I think that how could we select these UPA people.We need to teach immly our Muslim,SC,OBC brethren about the daylight robbery being done in their name by Congress.So UPA will remain in power in times to come as well.The latest election survey in UP indicate the if Congress n SP join hand they will easily form the Govt.BJP is a distant 4th.

Govt. should give Rs. 25,000 to every citizen over 18(whoever can vote) per month to ensure everybody has food, nice home, a TV, a car etc. Then plant trees where money grows. We all can sit back watch TV and become happiest country in the world. Socialism so far was not enough. Then we got NREGA which was not enough either. So we will have FSB which I doubt will be enough. So lets invent a tree where money grows and then throw money from helocopter.

May the problem is NewDelhi has too much power. Other day I was talking to a retired MLAs he says the local govts have power to propose but not implement. All the money approvals need to come from Babus.

I was looking at govt budget data. 20% goes towards interest payments. We spend 10% of GDP on subsidies which are effective only by 10%...I am not misquoting here.
And we manage to spend less than 3% of GDP on education.

May be the only way out is to let inflation go even higher, which I am confident as Mr. Montek is confident of controlling it, like Ben Bernanke he has been consistently wrong.

The damage with inflation more than 10% is ridiculously high.

I disagree with Basantji on RBI hiking interest rate. Infact I am furious at RBI for doing too slowly and causing long term damage. Had they been more aggressive the pain would have been short lived. Its the job of RBI to protect the saving of savers. There is a moral hazard here otherwise. The blame is squarely on the govt. for spending instead of investing.

Other day I was reading about effectiveness of NREGA. I says the agricultural productivity would have been higher and sustainable had the money spent on NREGA be used to build irrigation projects. Big irrigation projects were not required smaller ones like check dams. They are the assets which keep on giving.

To use an analogy from the markets, the govt is behaving like a short-term trader, but without having stop-losses or booking profits, instead of creating wealth like a long-term investor.

No matter what we say, Govt. will never listen to us.
Lets look @ FSB from an different perspective.
 
Hawkins and TTK were the beneficiaries of NREGA.
So why not spend our time in analysing which companies will benefit from FSB?

Very interesting article, sir.

In my opinion, current government is facing a policy paralysis. There is no active policy government have to tackle the real world problem the common man is facing but government never forget to say "aam aadmi ki sarkar". If it is an "aam aadmi ki sarkar" then why government lifting subsidies from various household requirements and why government is deregulating petrol prices ?
Really, government has to answer many answered questions.

I think too many people in India especially those who have enough wealth (middle class, corporate)are forgetting how poor people in India actually are.

FSB will be a great thing for everyone if implemented well.

No one , not even a single person should die of hunger.

One thing govt. can do is to have it applicable to everyone in this country (not 62% as proposed) rather than trying to identify BPLs and leaving it open to hoarding and other such malpractices.

If it will be Rs 3 for everyone then no problem of hoarding etc.

And they should increase taxes on individuals(by 20-40%) as they will be already saving by getting cheap food and this will keep inflation in check

Have you come across even a SINGLE scheme which has been implemented well in India?? It is most likely to end up as another scheme for transferring tax payers money into personnel accounts!! Sad indeed but true Unhappy

ungboysj1, It seems you don't understand simple economics. You want to increase tax, then investors will vote with their feet. Even Indian businessmen are loath to put projects here. In that case there is no employment and and no tax at all, forget about increased tax. where do you think Govt. will get money for these utopian schemes? Why do you think Greece is in trouble? And once ppl have habit of getting free stuff and then there is no free stuff we have problem. Let me give one example. In Ethopia, People are getting free food since years and so farmers went out of business. Not only that new generation doesn't know how to grow food!!! So true consequences of this schems are know after years. And then it is too late!! Ask ppl in Greece if they are happy! Rather use money to create opportunities so people can work and buy their food and keep their head high.

A lot of poor farmers were indeed dieing of hunger. Hopefully this move will atleast solve that problem.
 
I guess no one has an issue with the concept of the poor getting work/food what have you even if it means higher taxes. The problem is we know most of it will be on paper.
 
Hopefully we'd have got rid of hunger deaths forever with this measure.

I have traveled to Africa once and I talked to couple of biz men there and the biggest complaint was "people here are very complacent and mediocre". Folks in general in Africa do not strive to work hard because they do not have ambition. We are actually bringing that kind of mentality here. Poor people in rural/urban India have lots of opportunity to earn and feed themselves. NREGA was more than enough as one has to work to earn his/her meal. If you give meals easily it takes away motivation to do better and society in general becomes worse off.
We do not need to be embarrassed for our well being. This is how capitalism works. FSB is nothing but distribution of poverty to everyone not the eradication. We as common people will pay by higher taxes and inflation but would get nothing in return.

You may not agree and have your own opinion but everyone in democracy have their own , that is why we have parliament there and other democratic institutions , they have the power given by majority to decide what's good for the country and its people

They are just giving away free food for their survival not giving them a luxurious life , may be if they don't have to worry about food , they will send their kids to school and things will improve

This lazy argument doesn't hold for me , tell me will you stop working if you were guaranteed free wheat & rice only for rest of your life

I don't believe this Africa thing you state so you want to say that people there are ready to die and let their kids die but not work and as we normally see Black people are physically much stronger & hard working than other races

But who is going to decide which opinion is right or wrong, that's why we have elections and parliament, don't we?

Isn't it goal of democracy to provide equality to everyone ?

Don't we have reservation to undo the injustice done in past ?

Do the 30% people in this country own all resources of this country?

If we needs only one small home to live in , why then those who have money are hell bent on owning more and more land which is a natural resource ?

Aren't we getting cheap oil due to subsidy and because 70% poor people of this country don't need it , but don't they have claim over the oil that is there in this country ?

Aren't those poor people contributing to this country by becoming the exploited cheap labor/farmer so that we can enjoy a luxurious life ?

They are only getting wheat & rice so that they don't die , they are not being given car, bungalow or anything luxurious are they ?

We shouldn't be so thick skinned that we stop feeling the pain of the poor.

Every country should try to provide its citizen basic needs.

Now after years of hard work we are capable to help the poor , we should do it

Many people in European countries and also the US feel that the unemployment dole or its equivalent given to people, particularly youngsters, have made them lazy and unwilling to work. They just fitter away the money in drinks, for example. In India, the 2-3 rupee rice/wheat schemes have had almost the same effect. Even in times of crisis the poor are unwilling to work because they can have their food at much cheaper rates than their cost of production. Small farms are making farming economically unviable. A farmer who is reluctant to farm for economic reasons also does not have the freedom to sell his farm (he has to sell only to a farmer, who also may be unwilling to buy) and do something else for a living. Also, the food diversity is lost because of the rice/wheat schemes. Villagers are not producing other foodgrains which they traditionally did. The nutrition levels are also becoming poorer even though the calorie requirement  may have been fulfilled. Fertilizer subsidy has played havoc with soil nutrient levels. Water tables have sunk low. We need innovative solutions. Not "throw money at the problem" solutions like FSB.

Perhaps in our urge to prosper and grow we forget that a large cross section of society struggle to make a living. Where rice and salt is a feast for guests and the 500 bucks a month suffices for a family of 4-5-6… Where even a NREGA at 20% efficiency has made a difference to hundreds of families that I have met in the most backward tribal regions of our country.
Look I don’t want to turn this debate into a socialist v/s capitalist schpiel but balance a NREGA and FSB (in whichever manner it is passed) with the many Power projects, Dams, Ports, Airports, SEZ’s and other infrastructural developments in the country whose benefits don’t reach a majority of the populace... and you’ll realize whose side the govt (even an ineffective one as this) is on. And while nothing is fool proof or corruption free social experiments will have to be conducted to correct the anamoly of an eyesore Antilla with a 50 sq feet hutment that coexist in the commercial capital of the country.

Exactly my thoughts , if so much can be done for corporate and middle class , there is no need to get angry when poor are helped.

I have worked in rural areas and seen the good effect of NREGA & KCC , i have also seen how 70-80 yr old people will walk 10-15 km just to get rs 300 pension/month (another so called freebie) per month and survive on that.

The flyovers , airports , gdp , sensex , it parks , sezs etc don't matter to them ,for them its a fight for survival


When poor are helped we start talking about how it will kill capitalism & populist measures but not a word is uttered when sez are made , corporate debts are written off/restructured ,tax cut on corporate/middle class is welcomed.

Such a hue cry made when petrol/lpg prices are increased.Just because poor don't have a voice or they don't make money for media/newspaper doesn't mean we leave them to die

Anyways if we can't do anything for poor at least we should not become a cry baby & cry foul when govt is trying to help them

I don't think anybody will disagree that we can't have a society where every individual doesn't get at least two meals a day. The worry is more about how to fund it and if we can afford to fund it? Also the leakages in the system like the erstwhile PDS system will be a big issue to manage.

This story is relevant in context of the Food Securities Bill:

An economics professor at a local college made a statement that he had never failed a single student before, but had recently failed an entire class. That class had
insisted that Obama's socialism worked and that no one would be poor and no one would be rich, a great equalizer.

The professor then said, "OK, we will have an experiment in this class on Obama's plan".. All grades will be averaged and everyone will receive the same grade so no one will fail and no one will receive an A.... Tyasha, you have summerized the feelings at teddies very well by an example. Anything you get without hard work, you will not recognize the value. Also the so called socialism never worked which have been proven well. Competition is the key to productivity improvement.
 
Having said the above we must recognize that not all poor will refrain from working hard and not all rich will work hard to add to the inheritence they got.
 
I have lived in Jharkhand and have seen the poor tribals who struggle to get even two meals a day. Most of them are hardworking poople who don't have work for even 15 days in a month. They are the one who are lured by the nexalites and nexalite movement is growing.
 
I would definitely like to see that nobody sleeps hungry in my country but on the other hand everybody should be able to earn it and doesn't anything free.

Totally agree. The concern should be how two meals reach the poorest of poor and not result into a loot as normal PDS has shown.
 
US hand Europe had capitalism but in a way they were trying to be socialist. On one hand they have provided everybody loans to get into debt to the hilt and buy everything which so many of them couldn't afford. Also the unemployment benefits have put a large population unwilling to work. I have personally spoken to few people in London last year who are not even willing to come back to job market as long as possible as they feel the money they get is sufficient to run their live.
 
In a nutshell we need a balance as you said.

Nobody is opposing the move to make society equal in terms of opportunities but doling out food will not solve poverty problem. The problem will be solved by building storage, better infra to transport food, and stopping the wastage (about 30%-40%).

The Government of India chose the easiest way to distribute food because building infra requires guts and will which they do not have.

"If you back a party that supports poor, then they have every incentive to keep you poor. It is counter intuitive but true. The only way for poor to get out from poverty is to vote for any party (if they exist at all) that favour the middle class / rich "  
 
On another point made by someone earlier - whom to vote since all the equally bad - I remember Meera Sanyal (a banker) standing for elections after the 26/11 incident on the grounds that it is time for citizens to take matters in their own hand. Well not sure, whether she got too many votes.

Yesterday in BBC i heard Nigeria has removed subsidies for petrol.
 
Just thinking such a poor country's Governemnt has taken such a bold stand.Eventhough they have Oil,still they took such a bold step.The prices of all items will certainly go up in the short term but in the long term the effect wont be that bad.Just thinking about our Govts,they can't take any decisions -good or bad.
 
A poor country's Govt has stood up to the reality.
 
Another news also was there,Singapore's Prime minsiter's salary was cut by 36% with effect from date of his being appointed as PM.Evenafter the cut he earns 4 times more than Barak Obama.Still the fact they cut the salary stands out.

Our country lacks leaders who are smart and honest. Most of our leaders are smart and dishonest. Remember Buffet's quote about such people? They are the most dangerous people.

Our country is currently ranked at 132 out of 183 countries in the Ease of Doing Business Index maintained by the World Bank. We need reforms and better policies with stronger judiciary to lift us out of this chaos and mess that we find ourselves in.

Nehru, while being an excellent leader, committed the ultimate sin of using socialism to govern our country. His lack of belief in our country's people to chart a better future of themselves set our country back many decades in terms of genuine progress. Needless to say, his model, which was taken many steps further by his daughter, spawned corruption in such a large scale in our country that we have now accepted it as a normal part of our lives.

Even with the little liberalization post-1991, we still have a lot of socialistic tendencies like the NREGA, FSB and an assortment of our subsidies. All this will only serve to block the ingenuity of our people and prevent genuine progress that we, so thoroughly, deserve.

My only hope is that we get smart and honest leaders who realize this and usher in some major reforms that can propel our country to greater heights. Sadly, i dont see anyone capable of this as socialism has become a huge part of our national psyche.

They are smart for their own benefit. They could have easily improved our ranking considering that some of them are highly educated people. But, sadly, it is in their interest to not introduce reforms as freeing up our system will mean no opportunities for them to become billionaires while elected.

The Supreme Court verdict over turning spectrum allocation is trully historic. It sets a precedent of the government clawing back ill gotten gains..something which US govt has not been able to do post the real estate bubble.
 
While some people will cry foul about bank loans turning NPAs, foreign investors running away etc. I personally think it's the best long term outcome.
 
If one commits a crime he should not be allowed to go scot-free just because he has married and has had a child before the verdict.

The unique aspect about recent scams in India was that they happened under the glare of cameras and live commentary.
 
Newspapers were awash with Protestations while the Emmar scam in Hyderabad or the telecom scam in Delhi was happening. (Even before they actually took palce)
 
But yet we have politicians and bureucrats claiming any conviction will hamper their ability to take "fearless" decisions.Smile

Though it is a little tangential to your stance however it still is true to the title of your post.

Is govt. supporting the economy to to raise productive capital or not?


Currently, there is a STT liability on cash and derivatives but there is no equivalent tax in commodities, nor is there any octroi or VAT paid because there is no delivery.

In 2008-09, the then finance minister, P Chidambaram had proposed a levy of CTT, but the commodity players then argued that the introduction of CTT will increase the burden on the already taxed agri commodities. On basis of these arguments, the commodity exchanges were successful to scuttle the entire CTT proposal.

I believe a commodity transaction tax (or CTT) should be levied on non agri commodities, most importantly the bullion market, to provide a level playing field. Currently, the STT liability on investors is very high for trading in equities and derivatives, but there is no STT or CTT liability for trading in non agri commodities. If this is not done, there could be major shift of trading volumes from equity exchange to commodity exchange.

In any economy, productive capital is raised through stock exchanges. Companies use the capital for infrastructure projects or to grow an enterprise in any sector, which leads to growth in the economy. The shift of volumes to commodities will have a serious impact on their ability to raise capital as well as a devastating impact on retail investors.
